ਮੁਹਾਲੀ, ૶ਕੁਲਵੰਤ ਗਿੱਲ -(ਸ਼ਬ ਕਿਸੇ ਰਾਜ ਦੀ ਤਰੱਕੀ ਉਸ ਦੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੇ ਵਿਕਾਸ ਤੇ ਨਿਰਭਰ ਕਰਦੀ ਹੈ। ਭਾਵੇਂ ਪੰਜਾਬ ਖੇਤੀ ਵਿੱਚ ਨੰਬਰ ਇੱਕ ਸੂਬਾ ਹੈ ਪਰੰਤੂ ਖੇਤੀ ਨਾਲ ਹੁਣ ਸੂਬਾ ਤਰੱਕੀ ਨਹੀਂ ਕਰ ਸਕਦਾ। ਹੁਣ ਨਾ ਹੀ ਜਮੀਨ ਵਧਣੀ ਹੈ ਅਤੇ ਨਾ ਹੀ ਜਮੀਨ ਤੋਂ ਹੋਣ ਵਾਲੀ ਆਮਦਨ ਵਿੱਚ ਕੋਈ ਵਾਧਾ ਹੋਣਾ ਹੈ। ਇਸ ਲਈ ਸਾਡਾ ਮੁੱਖ ਏਜੰਡਾ ਪੰਜਾਬ ਨੂੰ ਆਰਥਿਕ ਪੱਖੋਂ ਵਿਕਸਿਤ ਕਰਨਾ ਹੈ। ਇਹ ਗੱਲ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਪ੍ਰਧਾਨ ਸ੍ਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਅੱਜ ਟੀ ਡੀ ਆਈ ਕੰਪਨੀ ਵੱਲੋਂ ਲਾਂਡਰਾ-ਬਨੂੜ ਸੜਕ ਤੇ ਨਵੇਂ ਉਸਾਰੇ ਜਾਣ ਵਾਲੇ ਸੈਕਟਰ 110-111 ਦੇ ਭੂਮੀ ਪੂਜਨ ਸਮਾਰੋਹ ਮੌਕੇ ਆਯੋਜਿਤ ਸਮਾਗਮ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਆਖੀ। ਉਹ ਇੱਥੇ ਮੁੱਖ ਮਹਿਮਾਨ ਵਜੋਂ ਆਏ ਹੋਏ ਸਨ। ਇਸ ਮੌਕੇ ਪੰਜਾਬ ਦੇ ਸਹਿਕਾਰਤਾ ਮੰਤਰੀ ਕੈਪਟਨ ਕੰਵਲਜੀਤ ਸਿੰਘ ਵਿਸ਼ੇਸ਼ ਮਹਿਮਾਨ ਸਨ। ਸੁਖਬੀਰ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਵਿਕਾਸ ਲਈ ਬਿਜਲੀ ਅਤਿ ਜਰੂਰੀ ਹੈ ਅੱਜ ਪੰਜਾਬ ਸਿਰਫ ਪੰਜ ਹਜਾਰ ਮੈਗਾਵਾਟ ਬਿਜਲੀ ਪੈਦਾ ਕਰ ਰਿਹਾ ਹੈ ਜਦੋਂਕਿ ਲਗਭਗ 9 ਹਜਾਰ ਮੈਗਾਵਾਟ ਦੀ ਇਸ ਸਮੇਂ ਰਾਜ ਨੂੰ ਲੋੜ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਹਰ ਸਾਲ ਬਿਜਲੀ ਦੀ ਮੰਗ 15 ਫੀਸਦੀ ਦਰ ਨਾਲ ਵੱਧ ਰਹੀ ਹੈ। ਇਸ ਲਈ ਸੂਬੇ ਨੂੰ ਆਰਥਿਕ ਪੱਖੋਂ ਵਿਕਸਿਤ ਕਰਨ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਨੇੜ ਭਵਿੱਖ ਵਿੱਚ ਚਾਰ ਥਰਮਲ ਪਲਾਂਟ ਲਗਾਏ ਜਾਣਗੇ ਅਤੇ ਤਿੰਨ ਸਾਲ ਬਾਅਦ ਪੰਜਾਬ ਕੋਲ ਮੌਜੂਦਾ ਸਮਰਥਾ ਤੋਂ ਇਲਾਵਾ ਅੱਠ ਹਜਾਰ ਮੈਗਾਵਾਟ ਹੋਰ ਬਿਜਲੀ ਪੈਦਾਵਾਰ ਹੋਵੇਗੀ ਜਿਸ ਨਾਲ ਇਹ ਸੂਬਾ ਪਾਵਰ ਸਰਪਲਸ ਸਟੇਟ ਬਣ ਜਾਵੇਗਾ। ਸ੍ਰੀ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਤਲਵੰਡੀ ਸਾਬੋ ਵਿਖੇ ਦਸ ਹਜਾਰ ਕਰੋੜ ਦੀ ਲਾਗਤ ਨਾਲ ਉਸਾਰੇ ਜਾਣ ਵਾਲੇ ਦੋ ਹਜਾਰ ਮੈਗਾਵਾਟ ਸਮਰਥਾ ਵਾਲੇ ਪਾਵਰ ਪਲਾਂਟ ਦਾ ਨੀਂਹ ਪੱਥਰ ਕੁੱਝ ਸਮਾਂ ਪਹਿਲਾਂ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਰੱਖ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਸੇ ਅਕਤੂਬਰ ਮਹੀਨੇ ਗੋਇੰਦਵਾਲ ਵਿਖੇ ਇੱਕ ਹੋਰ ਪਾਵਰ ਪਲਾਟ ਦਾ ਨੀਂਹ ਪੱਥਰ ਰੱਖਿਆ ਜਾ ਰਿਹਾ ਹੈ ਇਸ ਤੋਂ ਇਲਾਵਾ ਦਸੰਬਰ ਮਹੀਨੇ ਸੱਤ ਹਜਾਰ ਕਰੋੜ ਦੀ ਲਾਗਤ ਵਾਲੇ 500 ਮੈਗਾਵਾਟ ਸਮਰਥਾ ਵਾਲੇ ਥਰਮਲ ਪਲਾਂਟ ਦਾ ਨੀਂਹ ਪੱਥਰ ਰੱਖਿਆ ਜਾਵੇਗਾ ਅਤੇ ਜਨਵਰੀ 2009 ਵਿੱਚ 2600 ਮੈਗਾਵਾਟ ਦੇ ਪਾਵਰ ਪਲਾਂਟ ਦਾ ਨੀਂਹ ਪੱਥਰ ਰੱਖਣ ਉਪਰੰਤ ਇਨ੍ਹਾਂ ਦੀ ਉਸਾਰੀ ਦਾ ਕੰਮ ਤਿੰਨ ਸਾਲ ਦੇ ਅੰਦਰ ਅੰਦਰ ਮੁਕੰਮਲ ਕਰਕੇ ਪੰਜਾਬ ਵਾਧੂ ਬਿਜਲੀ ਵਾਲਾ ਰਾਜ ਬਣ ਜਾਵੇਗਾ। ਸ੍ਰ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਮੁਹਾਲੀ ਦੀ 500 ਏਕੜ ਜਮੀਨ ਤੇ ਉਸਾਰਿਆ ਜਾਣ ਵਾਲਾ ਅੰਤਰਰਾਸ਼ਟਰੀ ਹਵਾਈ ਅੱਡਾ ਆਉਣ ਵਾਲੇ ਦੋ ਢਾਈ ਸਾਲਾਂ ਵਿੱਚ ਮੁਕੰਮਲ ਹੋ ਜਾਵੇਗਾ। ਮੁਹਾਲੀ ਦੇ ਵਿਕਾਸ ਲਈ ਸੈਕਟਰ-62 ਵਿਖੇ 200 ਏਕੜ ਜਮੀਨ ਤੇ ਸਿੰਘਾਪੁਰ ਦੀ ਕੰਪਨੀ ਵੱਲੋਂ 20000 ਕਰੋੜ ਦੀ ਲਾਗਤ ਨਾਲ ਸੈਂਟਰਲ ਬਿਜਨਸ ਡਿਸਟ੍ਰਿਕਟ ਸਥਾਪਿਤ ਕੀਤਾ ਜਾਵੇਗਾ। ਮੁਹਾਲੀ ਵਿਖੇ ਇੰਡੀਅਨ ਸਕੂਲ ਆਫ ਬਿਜਨਸ ਵੀ ਲਿਆਂਦਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਅੰਮ੍ਰਿਤਸਰ ਵਿਖੇ ਵਿਸ਼ਵ ਪੱਧਰ ਦੀ ਯੂਨੀਵਰਸਿਟੀ ਅਤੇ ਰੋਪੜ ਵਿਖੇ ਆਈ ਟਾਈ ਟੀ ਸਥਾਪਤ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਆਉਣ ਵਾਲੇ ਤਿੰਨ ਸਾਲਾਂ ਵਿੱਚ ਮੁਹਾਲੀ ਦੇ ਵਿਕਾਸ ਤੇ ਦੋ ਹਜਾਰ ਕਰੋੜ ਰੁਪਏ ਖਰਚ ਕੀਤੇ ਜਾਣਗੇ। ਟ੍ਰੇਫ ਫੇਅਰ ਸੈਂਟਰ ਵੀ ਇੱਥੇ ਹੋਵੇਗਾ। ਸ੍ਰ ਬਾਦਲ ਨੇ ਦੱਸਿਆ ਕਿ ਵਿਕਾਸ ਦੇ ਕਾਰਜ ਸਾਰੇ ਰਾਜ ਅੰਦਰ ਸ਼ੁਰੂ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਦੋ ਹਜਾਰ ਕਰੋੜ ਦੀ ਲਾਗਤ ਨਾਲ ਮੁਹਾਲੀ-ਫਗਵਾੜਾ ਐਕਸਪ੍ਰੈਸ ਵੇਅ ਲਈ ਅਗਲੇ ਮਹੀਨੇ ਜਮੀਨ ਪ੍ਰਾਪਤ ਕਰ ਲਈ ਜਾਵੇਗੀ। ਪਠਾਨਕੋਟ-ਅਜਮੇਰ ਐਕਸਪ੍ਰੈਸ ਵੇਅ ਉਸਾਰਿਆ ਜਾਵੇਗਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਬਠਿੰਡਾ, ਸਾਹਨੇਵਾਲ ਅਤੇ ਪਠਾਨਕੋਟ ਦੇ ਏਅਰਪੋਰਟਾਂ ਨੂੰ ਅਪਗ੍ਰੇਡ ਕੀਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਭਾਜਪਾ ਸਰਕਾਰ ਵੱਲੋਂ ਰਾਜ ਅੰਦਰ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੇ ਵਿਕਾਸ ਤੇ ਜੋਰ ਦਿੱਤਾ ਜਾਵੇਗਾ ਅਤੇ ਪੰਜਾਬ ਨੂੰ ਆਰਥਿਕ ਪੱਖੋਂ ਇੱਕ ਮਜਬੂਤ ਰਾਜ ਬਣਾਇਆ ਜਾਵੇਗਾ। ਸਮਾਰੋਹ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਪੰਜਾਬ ਦੇ ਸਹਿਕਾਰਤਾ ਮੰਤਰੀ ਕੈਪਟਨ ਕੰਵਲਜੀਤ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਪਬਲਿਕ ਅਤੇ ਪ੍ਰਾਈਵੇਟ ਪਾਟਰਨਰਸ਼ਿਪ ਨਾਲ ਰਾਜ ਦੇ ਉਦਯੋਗਿਕ, ਆਰਥਿਕ ਅਤੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦਾ ਵਿਕਾਸ ਕੀਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੁਹਾਲੀ ਖੇਤਰ ਨੂੰ ਅੰਤਰਰਾਸ਼ਟਰੀ ਨਕਸ਼ੇ ਤੇ ਲਿਆਂਦਾ ਜਾਵੇਗਾ ਅਤੇ ਇੱਥੇ ਨਵੇਂ ਉਸਾਰੇ ਜਾਣ ਵਾਲੇ ਸੈਕਟਰ, ਭਵਨ ਨਿਰਮਾਣ ਕਲਾ ਦਾ ਅਦੁੱਤੀ ਨਮੂਨਾ ਹੋਣਗੇ। ਇਸ ਮੰਤਵ ਲਈ ਸਰਕਾਰ ਵੱਲੋਂ ਵੱਖ-ਵੱਖ ਨਿਵੇਸ਼ਾਂ ਨੂੰ ਪ੍ਰਵਾਨਗੀਆਂ ਦਿੱਤੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਸਮਾਰੋਹ ਨੂੰ ਸ੍ਰੀ ਰਵਿੰਦਰ ਤਨੇਜਾ ਅਤੇ ਸ੍ਰੀ ਕਮਲ ਤਨੇਜਾ ਡਾਇਰੈਕਟਰ ਟੀ ਡੀ ਆਈ ਨੇ ਵੀ ਸੰਬੋਧਨ ਕੀਤਾ। ਇਸ ਤੋਂ ਬਾਅਦ ਸ੍ਰ ਸੁਖਬੀਰ ਬਾਦਲ ਪ੍ਰੀਤ ਲੈਂਡ ਪ੍ਰੋਮੋਟਰਜ ਐਂਡ ਡਿਵਲਪਰਜ ਵੱਲੋਂ ਨਵੇਂ ਉਸਾਰੇ ਜਾਣ ਵਾਲੇ ਸੈਕਟਰ-86 ਦੇ ਭੂਮੀ ਪੂਜਣ ਸਮਾਰੋਹ ਵਿੱਚ ਵੀ ਸ਼ਾਮਿਲ ਹੋਏ। ਇਸ ਮੌਕੇ ਆਯੋਜਿਤ ਸਮਾਰੋਹ ਨੂੰ ਪ੍ਰੀਤ ਲੈਂਡ ਪ੍ਰੋਮੋਟਰਜ ਐਂਡ ਡਿਵਲਪਰਜ ਦੇ ਚੇਅਰਮੈਨ ਸ੍ਰ ਚਰਨਜੀਤ ਸਿੰਘ ਸੈਣੀ ਸਮੇਤ ਸ੍ਰ ਕਮਲਜੀਤ ਸਿੰਘ ਵਾਲੀਆ ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ ਨੇ ਵੀ ਸੰਬੋਧਨ ਕੀਤਾ। ਇਨ੍ਹਾਂ ਸਮਾਰੋਹਾਂ ਦੌਰਾਨ ਸ੍ਰੀ ਰਾਹੁਲ ਭੰਡਾਰੀ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਮੁਹਾਲੀ, ਸ੍ਰ ਜਤਿੰਦਰ ਸਿੰਘ ਔਲਖ, ਐਸ ਐਸ ਪੀ ਸ੍ਰ ਜਸਜੀਤ ਸਿੰਘ ਬੰਨੀ ਚੇਅਰਮੈਨ ਪੰਜਾਬ ਰਾਜ ਸਹਿਕਾਰੀ ਬੈਂਕ ਅਤੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਮੁੱਖ ਬੁਲਾਰੇ ਹਰਸੁਖਇੰਦਰ ਸਿੰਘ ਬੱਬੀ ਬਾਦਲ ਵੀ ਵਿਸ਼ੇਸ਼ ਤੌਰ ਤੇ ਹਾਜਿਰ ਸਨ।
